亞洲人權論壇痛責馬暴力鎮壓
(本報訊)針對24號清晨國家暴力鎮壓行政院和平集會抗議群眾一事, 在亞洲16國擁有會員的亞洲人權及發展論壇(Forum- Asia)與台灣人權促進會合作發起「 致台灣馬英九總統的連署公開信」, 強力譴責馬政府暴力驅逐在行政院前手無寸鐵的抗爭群眾。 連署的25個人權組織特別就 馬政府出動鎮暴水車及鎮暴警察粗暴驅逐和平靜坐群眾的手法表達擔 憂,譴責警方暴力驅逐摳打群眾和媒體, 及逮捕數十名抗爭群眾的不合理行徑,並且對台灣民主倒退、 服貿審查黑箱作業表達關切。
公開信亦重申,自由和平的集會權利是國際承認的及憲法賦予的, 此次在立法院與行政院的和平抗爭民眾,僅是在行使其合憲正 當的公民權利與表意自由。因此, 共同連署之25個各國人權團體同聲呼籲馬政府:1、 不得再使用武力鎮壓和平抗爭群眾;2、 不得起訴參與此次反服貿抗爭的和 平示威者。

We, the undersigned civil society organisations, write to you to express our grave concern over the violent dispersal of peaceful protestors on 24 March 2014 at the government headquarters in opposition of the Taiwanese government’s Cross-Straits Service Trade Agreement (CSSTA) with China.
我們,如下所簽署的公民團體,針對在2014年3月24日,
We express particular concern over the Taiwanese police’s deployment of water cannons and use of violence, including in forcibly dragging and manhandling protestors out of the government headquarters building where they were protesting on 23 and 24 March 2014. We have also received reports that peaceful and unarmed protestors, as well as journalists, have been beaten by the police during the crackdown, resulting in scores injured. We deplore the heavy-handed action of the police in dispersing the protestors as well as the arrests of dozens of protestors.
我們特別擔憂的是,
It must be reminded that the right to freedom of peaceful assembly is internationally-recognised and Constitutionally-guaranteed. We stress that the peaceful protestors – at the Parliament since 17 March 2014 and at the government headquarters on 23 and 24 March 2014 – have merely been exercising their basic rights in legitimately expressing concern over the potential impacts of the CSSTA, which has been discussed in a non-transparent manner, as demonstrated by the limited nature of public hearings, the rescinding of the stipulated clause-by-clause review of the agreement, as well as the haste with which the agreement was submitted for a final vote in the Parliament.
我們必須重申,自由和平的集會權利是國際承認的及憲法賦予的。
We therefore urge your government to refrain from any further violent crackdown on all ongoing and future peaceful assemblies, including the continuing protests against the CSSTA at the Parliament. While we appreciate that all those arrested at the government headquarters on 24 March 2014 have been reportedly released, we urge your government not to press charges against individuals in relation to their engagements in any form of peaceful protest against the CSSTA.
因此,我們強烈呼籲貴政府:
- 立即停止並承諾不得對現在還在持續中的及未來可能的和平集會進行
暴力鎮壓手段,包括目前還在立法院的反服貿和平示威。 - 我們得知24日在行政院前遭到逮捕示威者目前皆已獲釋,
但是我們強烈要求貴政府不得以參與這次反服貿抗爭為由, 起訴任何和平示威者。
